A person works for the undercover detachment of some police or agency. He helps the undercover officers who have to kill to get into a position to get the dirt on said gangs or terrorist groups. What the person does is act as the murder "victim" so after the undercover cop "kills" his old body his consciousness is moved to a new body that was made for him ahead of time.
